Why did everyone here celebrate that Russia is going to recognize Crypto as currency?

Did anyone here actually do research on the consequences of it, or just read the headlines?

Consequences of it:

Crypto can only be transacted through the banking system

Transactions outside the banking system are illegal

You need a license to accept Crypto payments

This is nothing to celebrate, how is it possible that thousands of people managed to ingore all of this?
